Timed quest. Level 5 minimum.

Find Kirlor Dhul (the Mayor) in the bank east of the Temple of Lighthaven. Tell him to register, in order to receive a letter to give to one of the Lighthaven merchants.

Go see one of them and tell him letter.

The reward varies according to the one chosen: Rolph (750 PO) or Siegfried (6,000 XP).

Go to the City of Thieves located in the Brigands' Cave, in order to deliver the letter to Asarr using the word report, which will tell you to immediately report the report to the mayor of Windhowl (you will receive the reward).

End of timing. Then gain 2 levels.

Note: Do not do the quest for diamond!

Return to Lord Sunrock the mayor of Windhowl, he will accuse you of the diversion. Return to Asarr, who will ask you if you want to escape. When Asarr asks you if you want to scroll, answer yes.

He will give you a box to bring to Lord Sunrock, the Windhowl Mayor. Tell him merchandise and he will forgive you.
