Go see Lance Silversmith, who is in the house in the mountains in the south-east of the island with two bridges before the Arakas Druids, equipped with a scroll of enchantment (obtained during the quest for scroll of enchantment), and 5,500 gold, and tell him blessed chain mail.

You can complete this quest at will.
